The Office of Personnel Management has consolidated student employment programs into one streamlined, flexible program that serves as a critical tool with assisting agencies in attracting and recruiting students to meet employment needs.  One of the main components of this new program to help provide Federal employment opportunities to students is the Student Career Experience Program (SCEP).  As a SCEP, students have the capability of gaining exposure to public service while enhancing their educational goals and shaping their career choices.

The Student Career Experience Program provides for periods of attendance at accredited schools combined with periods of career-related work.  This is a formally structured Program, and requires a written agreement by all parties involved (school, student, and agency) as to the nature of the work, continuation in, and successful completion of the Program.  Students who have met all the requirements of this Program may be noncompetitively converted to a term, career, or career-conditional appointment in an occupation related to their academic training and work study experiences.

Students may be appointed to this Program if they are pursuing any of the following educational programs at an accredited school:
                         (1) High School Diploma or General Equivalency Diploma (GED);
                         (2) Vocational/Technical Certificate;
                         (3) Associate Degree;
                         (4) Baccalaureate Degree;
                         (5) Graduate Degree;
                         (6) Professional Degree
Applicants must be enrolled or accepted for enrollment as degree seeking students taking a full-time academic, technical, or vocational course load. 

The Student Career Experience Program is a year-round program, and appointments may be made at any time during the year, including summer.  Students may work full-time or part-time schedules.  There are no limitations on the number of hours a student can work per week, but it should not interfere with the academic schedule.  Students may also work and go to school on an alternating work schedule (work one semester/go to school the next semester, etc.).

Picatinny Arsenal utilizes the Student Career Experience Program for Engineering and Science Cooperative Education appointments.  The purpose of the Program is to recruit student engineers and scientists as future leaders in areas of military importance by providing valuable work experience, as well as an opportunity for an engineer or scientist position in the Army Intern Program.  The student will be given the opportunity to undertake meaningful engineering and scientific projects at ARDEC in order to provide work experience that is directly related to the student’s major and career goals.
