National Environmental Policy Act     

The National Environmental Policy Act (NEPA) requires all Federal actions take into account environmental considerations when determining the impact of a proposed action on human health and the environment. The environmental analysis is accomplished through either environmental assessments (EAs) or environmental impact statements (EISs). The EA or EIS can then be used as a decision-making tool when planning to implement the proposed action. The Record of Environmental Consideration (REC) is the third type of NEPA document as is applicable either when the action is adequately covered in an existing EA or EIS or is categorically excluded by regulation.
